According to Wikipedia, the issuer is the Central Bank of Libya, based in Tripoli, but it does not specify whether they issue coins and bills.

These answers are often very difficult to find.
Monnaie de Paris seems a good guess, as they have been aggressively pursuing foreign contracts. Not sure if Libya still has any relationship with Italy, but the Italian State mint also does some contract minting.
Maybe one of the French members knows the list of countries that Monnaie de Paris mints for.

If you search the Numista catalog for Libyan coins between 1970 and 2021 you get 27 hits. Of those, 10 list the mints. Of those, 9 are minted at the Royal Mint, UK and 1 (most recent) minted in Russia.

Because Monnaies de Paris has also minted the same type of Latent Image and also mints Nordic Gold
