This is not like any Russian coin I've seen. Maybe a copper token, but nowhere near fake.

The double headed eagle looks a lot like the Russian double headed eagle.
Kristian, can you make out the legend on the reverse at all? I can't from the picture very well.

I read "1 СОРТЪ" (1st class) in the old (pre-rev) orthography, which would coincide with the double eagle on the obverse. Couldn't it be a quality label of some kind, like you find on sausages, but then for a more valuable and officially controlled product (caviar, furs)?
