Please help. Where and how to make colored and gilded coins? (Quarters and U.S. dollars, Russian 25 rubles, Australian dollars?).

There are no Krause numbers because this is considered "post-mint damage", and is not collectible. It would be like listing holed coins separately from intact coins - it's up to you to describe flaws like these in the comments section.

When you have a damaged coin to put at an auction, for example, you describe it's condition and separately the type of damage.
So the advise of Idolenz is the best way.

They are freely sold. And many people collect such coins.

Some mints make coins that will be made by the mint both as Standard strike and then also a colored strike, in this case both should be added and they will have individual different catalogue numbers.
the above pieces however are unofficial coloured coins made by small businesses to sell standard coins at a premium price, these should not be in the standard catalogue and to how I think also not be in Tokens or Exonumia section

These coins remain the original coin as long as they are not issued officially. They are damaged and should not be included in any catalogue listing. They are artwork to some, like coins made into rings or necklaces or with sections cut out. Such artwork would not be listed in a coin catalog. If the damaged coins essentially remain coins they should be described in a personal comment with the original coin.
