Well, I partially agree. Some mainly Asian countries with special writings and languages would need new referees. But there are also countries which need a lot more help and already have one referee.
One example is Ottoman Empire.
And I would rather see more contributors.

Do you know if any of the Hungarian states referees are active? The last time Imre every did any thing public was a forum post in 2013. No swap ratings or forum posts.

Imre is active, Imreh too, but he is away now I believe. Sneyoz is active too, but he has lot of countries to do.

Perhaps it would be best to make a sort of unofficial 'job interview' for potential referees? I mean, I'm sure it wouldn't be appealing for people that are inexperienced/suspicious to be entrusted with a whole section of our catalogue, right?

I will also ask what is wrong with the country they (want to) manage and what they will do about that.
Guess I will make second referee bulletin.
