Hello!
I bought quite a few unidentified coins a while ago, and today, I found one is from the Khanate of Khoqand--the same type as this one:
http://www.icollector.com/KHOQAND-Muhammad-Ali-Khan-1823-1842-AE-pul-3-49g-Ferghana-ND_i15118000
(And it looks like that khanate also issued a few other coins, like this one:

I have not found a place in Numista to add this coin to, so should this be a new issuer?
And... thank you for your time!

That... is a good question. While it seems like a lot of Kyrgyzstan was in Khoqand, I would say to list them under Uzbekistan. There capital was Kokand (hence the name of the khanate), which is in Uzbekistan. It seems like that is where everything started.

Ok, added, please mind that first coin has to be moved there and not created.
