Is this a coin?

Hi!

I was going through a coin collection from my grandmother and I came across this weird looking one...

I don't really understand if it's a coin because it seems too empty in comparison to most coins, and it doesn't have a number.




I thought it was from Israel because there's quite a lot from there in the collection and the writing seems similar to me, but I looked it up here in the catalog and couldn't find it among the 532 listed.

The diameter is 15mm and it's about 1.7mm thick.

Anyone have an idea?

Indeed a token, not a coin.

It must be some bus or telephone token, or something similar, from the city of Haifa (חיפה). This Google search should help.
