Yours is obviously not silver. However, it has the look that some graphite medals can get when they get exposed to harsh conditions. I know that graphite was sometimes used to make medals back in the days, especially in the 19th century, but I don't know if it exists a graphite version of this one.
Some medals in graphite are actually 19th century restrike of older medals, maybe it's the case of this one.

Looks like cast and not struck, metal also here probably tin which was very widespread for medals of the day.

i got out a magnet this medal the magnet stick right to it so this must be iron of some type.
