I have been working on going through my collection and have noticed on a few examples there are issuing authorities that strictly have X# listed as countries and then others are listed under Exonumia.
Examples:
Hutt River and Sealand are listed as MicroNations and not under the umbrella of Exonumia
Sarjah is listed as Exonumia
Shouldnt all "fantasy issues (X#) be listed under Exonumia or they be listed under the issuing authority name. It seems a bit counter productive for us to recognize some as issuing authorities and then other not.
I was just wondering if there is a reason for this or not.

Yes, there is.
These "states" or whatever they claim to be are sorted by actual currency circulation. If they managed to create spacetime in which their currency was used (basically like local currency) then it belongs in the country list. If not, then into exonumia it goes.
Please bear in mind that current ones are not sorted properly.
