The persian legend means:
top legend : 25 years of sultanat of King of Kings Mir Muhammad Reza Pahlavi
bottom legend: the jewish brotherhood of Iran, shahrivar 1344
I got it translated on another site.
Maybe the hebrew part means exactly the same thing?
