These Gold proto-coins/Ingots were produced by the Hill Tribes, likely used as currency or a store of wealth or a local currency. Many ingot currencies of the region doubled as both jewelry and coins, which likely explains the circular holes found on all examples of these pieces. The pictured piece had an approximate gold purity of 50%, and such pieces typically have a purity between 10K and 14K.
