I have these two coins, and it looks like one is an open, normal 9 and the other with closed 9!

 

 

I would like to hear your opinions to decide, if I make a CR for this?

All modern Mexican coins may have this problem. The digits are very tiny, so any damage of the die may cause an excess of metal, and some of the digits may “close”. It is not a variety.
