Does anyone recognize this? No image match

I've had this token for many years but don't know what it is or where it is from. It has twelve stars and the symbol in the center that could be a 99, 66, a SA or SG… or a symbol in another language that I don't know. It is weakly magnetic. Photos are not duplicates, both sides are the same. The edge is smooth.

 Could also be 59 - or 65 if the other way up. 

Or two overlayed b's. I've tried all kinds of google searches and no hits.
