Transnistria • 1 Rouble (National currency) circulation coin or not?

Of all the 1 Transnistrian metallic roubles this issue stands out due to its high mintage of 5 million. All the others are clearly made for collectors and available through dealers with mintages of 50K, later 15K and 35K.

National Bank does not mention or discern the difference for circulation or non circulation commemorative coins but the mintage figure is confirmed there as well of course. Some examples I have found photos of (like this one on numista) seem to be circulated. 

Somehow I tend to incline to think they are actually circulation ones. Can anyone possibly shed some light on this please?

None of their circulating coins have published mintages (I think).  All of their non-circulating coins have published mintages.  Seems odd that this one with a published mintage would be released as circulation?

Thank you! It was rather “obvious” although rsirian comment is a valid point.

P.S. Well, it's the only one off commemorative so mintage (maybe) makes sense?
