I hope this is classified as exonumia and is allowed here. My parents had this in a box of coins since I was a kid (55 years at least) I'm thinking one of my uncles picked it up while serving in the Army in Europe back in the 50's or 60's. Some sort of novelty tourist spinner token is my guess. I've never seen one before or since and searches do not come up with anything. Not looking to sell, just Identify if possible.
