The second character makes the equivalent of the “t” sound. t is “tiggeut” it is fundamentally the “diggeut” character which has a “d” sound, but with the addition of the line becomes the “t” sound.

You are just looking at a calligraphy style. The letter you are looking for is a straight vertical line, with three short lines to the right. Almost exactly like a capital E…

Respectfullly, no it is not a C. This is a North Korean Banknote. The prefixes are in hangul. The two letters are Korean. The first letter represents the sound of “n” and the second letter represents the sound of “t."
No worries - no c in Korean, noted.
