Are 10 fils and 5 fils 2018 rare? Based on the very approximate values in the Numista catalogue, they're quite common. Quite a number of Numista members have entered these coins in their collection, which also indicates they're common.
The fact that you have a lot of them is another indication that it's common.
Some people think a coin is rare because they don't see any in circulation. That's not a good argument. Many many coins are not seen in circulation any longer, yet they are very common.
I think he was asking: “How many years have you been collecting for?”
Still, the graph is interesting as data given the huge sample. One may wonder why there are “peaks and valleys” from about, say, 1925 to 2010. (After that, as we can see, time is a major factor: the closer to 2025, the less likely one will have had enough time to collect all the common coins.)
There is, for example, a peak around WW2 — is it because of the many new low-value coins in base metals such as iron and zinc that were substituted for metal used in the war effort? But why would there be a “valley” around 1980?
Maybe someone like @Frenchlover would know how to process this?
It all depends on what kind of coins you collect and whether you collect by type or by year. I collect by type, mainly standard circulation and circulating commemorative coins, and for my collection, which is a much smaller sample, peaks are not positioned in the same places.
