1999 is the earliest date for Finland's Euro coins.

 

The ones dated 1999, 2000, & 2001 were stockpiled for release on 1 January 2002.

In BEL, FIN, FRA, NDL and SPA the euro coins were minted with dates before the official introduction in 2002.

Monaco also had Euro coins dated before 2002 as well.

 

The Euro was actually introduced in non-cash form in 1999 to replace the ECU..
