Please help me identifying this coin.
Not sure about rotation of reverse.

Yes, it's a coin issued during the second year of the reign of Simon Nasi (67-68 AD).

After some research with your precious information, I believe it to be an AE PRUTAH with the reference Hendin 661.
I did not find it in our catalogue but I found this one which looks quite similar: https://en.numista.com/catalogue/pieces86924.html

The references mention a small copper coin (that might be Prutah). The coin that you found in Numista catalog it's from third year of the reign of Simon Nasi. Basically the difference between year two and year three it's the design of the amphora (simple amphora for 2nd year, covered amphora for 3rd year) and the legend.

I would be glad to type the legend in paleo-hebrew to see the difference but I don't have a font that support paleo-hebrew script. Anyway I am sure your coin has been issued in the second year. And here is the link in the catalog.
